It depends if you are interested in taking the boat (expensive) or if you prefer flying (use low-cost companies with one-change in Italy).
Check skyscannet.net which includes low-cost airlines in Europe.

That’s a difficult and time consuming part of the journey, especially when you’re avoiding Albania. Balkanology has the best advice for this kind of questions and it’s always been a great help to me, although I know the area very well and I’ve travelled it many times all over, except for Albania.
You could go to a major city in Greece like Athens or Thessaloniki, depending where you are in Greece, and from there catch a plane, train or bus to Montenegro, and then again choose whether to go by the coast or across the continental part. Of course there are ferries, but not too many unfortunately, and the ones going from Greece to Italy do not always stop in Croatia. You didn’t say where in Croatia and that would also determine a lot. Anyway, check out Balkanology:

The smart thing you are doing is avoiding Albania!

Why would you avoid Albania. Did some racist Greek or Serb tell you that it is dangerous or something. Albania is perfectly safe and as a tourism destination i would pick Albania over these two places anytime. Albanians in general are nicer and it costs in hotels, food, tourist sites are much cheaper while on the same level of comparison in terms of quality and beauty. Albania has built some of the best roads in Europe, as most have been reconstructed within these years. It is also the most logical way to get there in terms of distance.
