A Filipino citizen in the USA on a tourist visa needs to visit the nearest Portuguese consulate and apply for a “Schengen” visa, which will grant him/her about 30 days entry and free travel within Portugal and any other Schengen nations such as Spain, Germany, France and Italy and others. You must bring a confirmed ticket with a arrival point in Portugal and an departure point in any Schengen country.

Yes, you need either a Portuguese or an EU visa (actually the same thing) then you can travel all over EU for the duration of that visa.

You need to secure a visa to Portugal (or Schengen states) in the Philippines. If you go to a consulate elsewhere you will be refused because you have to apply for the visa in your country of citizenship or residence. Sorry, no shortcuts dearie.

The answer is NO. You need to secure a Schengen visa at the nearest Embassy of Portugal where you reside.
