Generally, Albanian nationals do require a visa to enter France, since Albania is not on the Schengen “visa-waive list”.

However, permanent residence permits of another Schengen state as Greece function as a visa waiver for travel on tourist purposes of up to 90 days.
So he can travel with his Albanien passport together with the Greece residence permit.

This document is issued to members of the staff of diplomatic missions and to members of their families
(spouses and children up to the age of 18) holding service passports.

(2) This document remains valid until its expiry date. It ceased to be issued on 2.6.2001.
(3) It is planned to replace this type of residence permit by the ‘standalone’ document provided for in Council Regulation No 1030/2002. Immediately after this change Member States will be notified accordingly.
